Title of the Upcoming Procurement: Design and Construction of Infrastructure & Superstructure Works including Electrification under the INRAIL Project
Brief Description of INRAIL Project:
The Ministry of Transport and Infrastructure, Directorate General of Infrastructure Investments, Türkiye, has received financing from the World Bank through Ministry of Treasury and Finance towards the cost of the INRAIL Project. It is expected that the Project will be jointly co-financed by the Asian Infrastructure Investment Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the Islamic Development Bank, and the OPEC Fund for International Development. The Project will finance the construction of a 127 km greenfield railway line designed to bypass the Istanbul Metropolitan Area and establish a high-capacity overland link across the Istanbul Strait (Bosphorus). The line will be double-tracked, electrified, fully signalized, and mixed-use, capable of carrying both passengers and freight, with a maximum freight carrying capacity of 50 million tons per year. The proposed railway line will originate at Çayırova station on the Asian side and terminate at Çatalca station on the European side, crossing the Istanbul Strait by utilizing the existing track space allocated on the Yavuz Sultan Selim Bridge (YSS Bridge), also known as the Third Bosphorus Bridge, located at the northern end of the Istanbul Strait.
Brief Description of the upcoming Procurement of Design and Construction of Infrastructure & Superstructure Works including Electrification, subdivided into four Lots:
The Ministry of Transport and Infrastructure, Directorate General of Infrastructure Investments intends to apply a portion of the loan proceeds toward payments under the contract(s) for the "Design and Construction of Infrastructure and Superstructure Works, including Electrification", which will be tendered as a single procurement package sub-divided into 4 lots.
The scope of the procurement package as a whole (all four lots together) encompasses the construction of 122.3 km of double-track main line and 4.7 km of single-track connection lines, resulting in the total delivery of 127 km of electrified high-speed railway infrastructure with a maximum design speed of 160 km/h. The scope of works includes five twin-tube Tunnel Boring Machine (TBM) tunnels totaling 36.2 km, 22 double-track New Austrian Tunneling Method (NATM) tunnels totaling 23.3 km, 17 cut-and-cover tunnels totaling 3.7 km, two viaducts, 40 bridges totaling 22.1 km, Stations, etc. Telecommunication and Signaling works are not included in this procurement package and will be tendered separately.

will be sub-divided in four lots as indicated
below. Proposers will be allowed to
submit proposals for one or more lot.

These documents published annexed to this notice through the links are in draft form, and no requests for clarification will be accepted or responded by the Ministry of Transport and Infrastructure Directorate General of Infrastructure Investments - Department of Railway Construction until the SPN is issued.
The details, including final versions (reflecting any updates) of the
Technical Report Summary and Qualification Criteria will be provided in the complete
Request for Proposals (RFP) document which will become available when the
Specific Procurement Notice for inviting proposals is published, expected in
May 2026.
The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all eligible Proposers.
A single-stage, two envelope, RFP process including Rated Criteria will be applicable. The proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as to be detailed in the RFP Documents. The Technical and Financial Parts of the proposals shall be submitted simultaneously in two separate sealed envelopes.
The RFP document will be based on the World Bank’s Standard Procurement Document “Request for Proposals Works Design and Build” (Single Stage Request for Proposals, modified for without Initial Selection). The Conditions of Contract will be the “General Conditions” which form part of the “Conditions of Contract for Plant & Design-Build for Electrical & Mechanical Plant & for Building & Engineering Works Designed by the Contractor (“Yellow book”) Second edition 2017, reprinted 2022 with amendments” published by the Federation Internationale Des Ingenieurs – Conseils (FIDIC) and the “Particular Conditions” which comprise of the World Bank’s Conditions of Particular Application and the amendments and additions to such General Conditions.
The Ministry of Transport and Infrastructure, Directorate General of Infrastructure Investments intends to publish the Specific Procurement Notice and issue the Request for Proposals in May 2026.
